It passed! But it looks like it doesn't matter. According to the news article:
The council is dominated by Muslim and African countries. Its resolutions are not binding, but are meant to act as recommendations for U.N. member states on issues of human rights.
Countries with some of the worse human rights records are running the UN's Human Rights Council. What a world.

The Islamic states circulated a new resolution at the current session of the UN Human Rights Council in Geneva that would criminalize defamation of Islam as a human rights violation and encourage the imposition of Shari'a. Read more on our blog.
